Everyone has a slow basic Marseille turn. The skill swaps in a faster version, about 20 % quicker, and makes every turn input give a Marseille.
Who does this affect?
Both: the turn code is the same for the player you control and for CPU players; the CPU also prefers the Marseille more when its player has the skill.
How it works
The turn command gives a basic Marseille turn to every player when the stick points forward. Without the skill it is timed as if Dribbling were 20 lower and gets an extra 10-point speed penalty, so it is slow. With the skill the game plays a different Marseille animation timed as if Dribbling were 20 higher, about 20 % faster in total. Owning only Marseille Turn also makes sideways and backward turn inputs give a Marseille instead of a chop turn.
When it applies
He has the ball and the turn command is entered. In the code the Marseille Turn and the Chop Turn come from the same command; the stick direction and his skills decide which turn comes out.
Stick within 22.5° of the way he faces: always a Marseille, for every player.
Stick 45–112.5° to the side: Marseille Turn only → Marseille; Chop Turn only → chop; neither or both → either turn, depending on the exact input, often a 50/50 coin flip.
Stick 135–157.5° back: Marseille Turn only → Marseille; Chop Turn only, or neither → chop; both → either turn, often a coin flip. Straight back (180°): no turn.
When the game picks feints automatically, the skill Marseille is only offered to owners.
Without it
He still gets a basic Marseille on forward (and some sideways) turn inputs, timed as if Dribbling were 20 lower with a further 10-point speed penalty; below Dribbling 60 it plays at only 92 % of normal speed. At Weak Foot Usage level 1 the basic one always turns to his strong-foot side.
Which stats it reads
Dribblingsets how strong
Sets how fast the move plays: about 2.5 points of play speed per 10 Dribbling. For this skill’s moves the game counts Dribbling 20 higher. There is no ceiling, so booster points above 99 keep making it faster. No minimum Dribbling is needed.
Weak Foot Usagedecides if it happens
Only level 1 matters, and only for the basic Marseille of a player without the skill: it is forced to his strong-foot side. The skill version ignores Weak Foot Usage.
Ball Controlsets how strong
Only matters when the ball is moving fast (over 36 km/h) as the feint starts: each point lowers the chance of a spoiled feint touch by about 0.46 percentage points, up to Ball Control 105. It also shrinks the small random error of feint touches, up to 99.
In numbers
Marseille turn: play speedPlay speed of the Marseille by Dribbling. Blue: an owner’s skill Marseille (Dribbling +20). Orange: the basic Marseille of a player without the skill (Dribbling −20 and 10 points slower; the Weak Foot Usage 1 variant skips the 10-point penalty). They are different animations, so this compares speed, not total time. Assumes a 180 cm player with a full sprint reserve; a 165 cm player adds about 2.6 points to both lines, a 195 cm player loses about 2.6. 100 % = the animation’s normal speed; a higher speed means the move finishes sooner.

Common questions
Can you do a Marseille turn without the skill?
Short answerYes
Yes, a basic one on forward turn inputs, but slow: Dribbling counts 20 lower and it has a further speed penalty.
Is the skill just +20 Dribbling?
Short answerNo
It is a 40-point Dribbling gap (+20 instead of −20), a removed penalty and a different animation: about 20 % faster.
Does Weak Foot Usage limit the Marseille?
Short answerPartly
Only the basic version at Weak Foot Usage level 1. The skill version ignores it.
Does Marseille Turn need high Dribbling?
Short answerNo
There is no Dribbling check; Dribbling only sets the speed.
Does Balance make feints faster or safer?
Short answerNo
The feint code only reads Dribbling, Ball Control, preferred foot and Weak Foot Usage. Balance is never read.
Not yet confirmed
How the sideways and backward turn inputs split between the two command variants the code sees (one prefers the Marseille, the other the chop).
What the extra turning shot animation looks like.
The code only sees a feint command plus a stick direction. Which buttons or screen gestures make each command depends on your Feint Command Type setting (see the in-game Command List); that link was not traced in the code.
What exactly happens when the fast-ball check fails (a missed touch or a cut-short move) was not traced.
Stick angles are measured by the game against the way he is facing; whether this is his body facing or his running direction was not separated.
That the body-size value behind the height effect is height ÷ 180 cm is likely but not fully traced.
The maths
DetailSpeed gain from the skill: about 20–22 % from Dribbling 60 up, 16 % at 40, 19 % at 120.
DetailOwning only Marseille Turn turns every turn input into a Marseille; owning only Chop Turn makes sideways and backward inputs a chop.
DetailAdds one extra turning shot animation for shots from inside about 10 m while he is almost standing still; what it looks like has not been identified.
LimitTired legs: when his sprint reserve has dropped to 80 % or less (after a long sprint), every feint counts Dribbling 25 lower, up to 50 lower when the reserve is empty. This comes before the skill’s +20.
DetailFast ball: if the ball is moving faster than 36 km/h when the feint starts, the game rolls a check that can spoil the feint touch. For a 50 km/h ball the chance is 86 % at Ball Control 40 and 59 % at 99; owning the skill of that move cuts it by a tenth (59 % → 53 %). At 36 km/h or slower this roll does not happen.
DetailBody height counts too: shorter players play every feint slightly faster (about 2.6 points of speed more at 165 cm than at 180 cm, and 2.6 less at 195 cm).
DetailNot used by this skill: Balance — the feint code never reads it; Speed, Acceleration and Tight Possession — not read by the feint moves themselves (they govern running and normal dribble touches)
